Japan Encourages Universities to Support Students Impacted by US Study Abroad Restrictions

TOKYO — In response to recent US government actions targeting foreign students at American universities, Japan’s Education Ministry has urged local institutions to offer support by accepting affected students currently enrolled in US colleges.

The call follows the Trump administration’s controversial move to restrict Harvard University from enrolling new foreign students—a policy temporarily halted by a judge’s ruling on May 23. President Donald Trump criticized Harvard for resisting federal oversight, accusing the university of harboring anti-Semitic sentiments and promoting “woke” liberal ideologies.

On May 27, Education Minister Toshiko Abe announced that the ministry has requested Japanese universities to consider measures such as admitting international students currently studying in the US to ensure continuity in their education.

“The United States remains the top destination for Japanese students participating in study abroad programs, and many have expressed concerns about their status amid recent developments,” Abe said during a press briefing. She emphasized the government’s commitment to enabling “young people with ambition and talent” to continue their academic pursuits.

Japan’s leading universities are already exploring options to accommodate those affected. The University of Tokyo’s Vice-President Kaori Hayashi revealed the institution is contemplating temporary admissions for impacted students from US universities. Similarly, Kyoto University is evaluating ways to support young researchers and students caught up in the uncertainty, according to a university spokesperson.

This international ripple effect extends beyond Japan. Hong Kong’s Education Secretary Christine Choi recently encouraged local universities to welcome “outstanding students from all over the world,” highlighting a global call to support displaced scholars.

As the situation evolves, Japan’s proactive approach aims to safeguard academic opportunities for students navigating the challenges of studying abroad during a period of increasing geopolitical tensions.
